Francis Center

About the Program

In operation since 1991, Francis Center provides around the clock, on-site emergency and transitional housing services for men.  The emergency program has a capacity of 38 beds with an overflow of nine additional beds for inclement weather. Approximately 1,000 men receive emergency housing each year. The Francis Center facility also accommodates the Dubois Residential Program (DRP), which is a 15-bed Community Based Residential Program funded by the New York State Department of Corrections and Community Supervision to assist clients in successfully transitioning back into the community post release from incarceration.  

What the Program Offers

The Francis Center is a 24-hour staffed program, equipped with a full-service kitchen and dining room, which provides three-square meals each day for all shelters.  The facility contains a recreational area, and an enclosed outside patio, all within the safe and secured confines of the building.  As part of the program's client focused approach, there is individualized case management and supportive counseling, onsite medical/dental care, nutritionist, medical insurance facilitation, transportation, ministry groups, self-help materials, individualized Department of Human services guidance, Co-Occurring Disorder intervention, preparatory housing classes, multiple laundry facilities as well as interchanging life skills classes and referral assistance for clothing, transportation, Shelter Plus and more.

Eligibility Criteria

Francis Center:Undomiciled males placed in Emergency Housing by Monroe County Department of Human Services (MCDHS)

Dubois Residential Program:Undomiciled males referred by NYS Department of Corrections and Community Supervision

Intake Process

All Clients: Upon the acceptance of the referral and client's arrival, client is offered food, a tour and bed arrangements.  Immediately following, the client is given house rules and expectations as well as an intake assessment, which is then forwarded to case management for additional follow-up.

Program Cost

  • Program is offered free of charge to eligible DHS case pending participants.
  • Hospitalities and private pay are calculated on a case-to-case basis.
  • Dubois Residential Program population in addition to other extenuating cases are funded by referring source(s).
